According to The Asahi Shimbun, Tokyo, Hokkaido and Osaka and Fukuoka prefectures have been designated as special deregulatory zones to attract foreign asset management companies as part of a government growth strategy.
The Financial Services Agency will set up bases in the four areas to allow the companies to complete registrations in English to conduct business in Japan. In addition, a new visa will be created for foreign investors and granted on the condition that they invest in local startups in the four zones. https://www.asahi.com/ajw/articles/15294064
